三 |     为此，市人大常委会将《福州船政文化史迹保护条例》列为2026年地方性法规立法审议项目，并组建立法专班专项推进，以法治力量为船政文化史迹筑起坚实的“防护墙”。    《条例（草案）》设置总则、保护管理、活化利用、法律责任等章节，将实践中积累的经验上升为地方性法规，让保护有章可循、有法可依。    《条例（草案）》为了以更高标准、更高水平推进船政文化史迹保护工作，规定了船政文化史迹保护规划的编修程序以及与其他规划之间的关系，并要求船政文化管理机构应当定期组织开展专题调查，按照程序编制保护名录。
