一 |     민주당 정책위의장, KBS라디오 전격시사 출연비거주 1주택자 종부세 중과 관련 당정 협의 중용산공원 논란 관련 "서울시 무조건 반대는 안타까워"[이데일리 이승현 기자] 권칠승 더불어민주당 정책위의장은 26일 비거주 1주택자에 대한 종합부동산세를 중과하는 방안에 대해 “종부세는 기본적으로 보유세라고 하는 측면을 인지하는 게 맞다고 생각한다”며 “거주하지 않으면서 보유하는 문제는 양도차익에 대한 과세에서 페널티를 주는 게 합리적”이라고 밝혔다. 정부가 최근 내놓은 부동산 세제개편안에 따르면 종부세 기본공제를 실거주 1주택자에게는 14억원으로 상향한 반면 비거주 1주택자는 9억원으로 낮추면서 세 부담 상한을 200%로 확대했다. 거주 여부에 따라 종부세를 차등 적용한 것이다. 권 의장은 이날 KBS라디오 전격시사에 출연해 “얼마짜리 주택을 몇 채 몇 년 동안 보유했는지를 기준으로 세금을 매기는 게 보유세의 기본적인 흐름”이라며 “여기에 실제로 거주했으냐, 안 했으냐 이 변수가 들어가면서 여러 가지 이론이 제기되고 있는 상황”이라며 이같은 본인의 생각을 피력했다. 그는 “현재 부동산 시장의 여러 가지 상황들을 봤을 때 종부세에 대해서도 거주 요건을 참고하는 것이 맞다고 하는 게 지금 정부의 입장이고 당에서는 보유세 본연의 어떤 논리로 종부세를 설계하는 게 맞다 지금 그런 의견들이 조율 중에 있다”고 설명했다.이어 중앙정부와 서울시 간 갈등을 빚고 있는 용산공원 주택공급 논란에 대해선 “너무 정부가 내놓는 안에 대해 서울시가 일단 거절하고 시작하는 게 아닌 하는 이런 측면이 보여서 그런 점은 안타깝다”며 “오늘 (김윤덕 국토부 장관, 오세훈 서울시장) 두분이 만나 허심탄회하게 이야기하면 좋은 결과가 있을 수도 있다고 기대하고 있다”고 말했다. 권 의장은 “용산공원 전체를 택지로 만들어 버린다든지 이런 이미지를 많이 가지고 있는데 용산공원 전체에서 보면 아주 주변부에 녹지 공간으로서 역할을 제대로 할 수 없는 부분들에 대해서 선택적으로 (주택을 공급)하자는 그런 주장”이라며 “김 장관이 공급지를 선택하기 위해 동분서주하고 있는데 서울시도 이견이 있다고 생각하지 않는다”고 부연했다. 오 시장이 제안한 탄천 물재생센터 부지 활용 방안에 대해선 “공급지 마련을 위해 여러 가지 방식들, 예를 들면 그린벨트 문제, 탄천 물재생센터 문제 등 이런 대안을 다 내놓는 그런 과정”이라며 “어느 정도 시간이 걸릴지 이런 부분에 대해 제대로 검토를 해봐야 한다”고 했다.
